There is what happens when the building is not weather proof. The rain water pools on the chipboard floor above, leak through the small gaps in the flooring joints, and ends up as a big puddle on the concrete floor below.
The main problem with this is that the timber bottom plates of the ground floor walls get soaked, and take weeks to dry out.
